刘敏，女，研究员，博士生导师。
1970年毕业于北京农业大学园艺系，中国侨联科技顾问，中国民主同盟中央科技委员会委员，中国空间学会专家咨询委员会委员，中国空间生命科学专业委员会委员，北京市花卉协会常务理事，中国高科技产业化研究会常务理事，第36和37届国际宇航大会生物系统分委会中方执行主席，任神舟三号、神舟四号飞船试管苗搭载项目技术负责人。主持973项目、中国科学院院重大专项、国际合作项目、航天863子专题等国家项目。“航遗1号黄瓜和航遗2号番茄品种选育"通过鉴定，并获得了中华人民共和国农业部颁发的“植物新品种权证书”。“花卉航天组织培养及工厂化生产”等9项科技成果通过鉴定。“一种空间育种方法”、“一种航天组织培养方法”等4项发明专利已授权。
刘敏研究员领导的创新研究组研究方向是空间生命科学和园艺作物的遗传育种及生物技术。主要包括空间环境对功能基因表达的影响及蛋白质组研究，高等植物的空间发育学与遗传学研究，空间植物遗传机理及演示研究，空间封闭系统中变异植物组分的生物学效应以及园艺植物的遗传育种研究。
